Investment Education Programme Regulations |

The
programme of courses for the Investment
Property Forum (IPF) Investment Education
Programme (IEP) consists of the following
study modules:
Part I
Property as an Asset Class (e-learning
module)
Investment Valuation & Portfolio
Theory
Financial Instruments and Investment
Markets
Part II
Property Investment Appraisal
Property Finance and Funding
Indirect Property Investment
International Property Investment
Portfolio Management

Modules
are normally studied sequentially
to gain the IPF Investment Property
Diploma or can be studied as stand
alone modules. A syllabus for each
subject, arrangements for each study
module and a statement of charges
for enrolment can be obtained, on behalf
of the IPF, from the Institute of Continuing Education.

Eligibility
for enrolment for one or more modules
depends upon an applicant’s
qualifications and experience. For
Property as an Asset Class applicants
must have a cognate or semi cognate
degree (or degree-equivalent cognate
professional qualification) with evidence
of relevant experience.
Applicants for all
modules, other than Property as an
Asset Class, are expected to be graduates
or members of a graduate-entry profession
broadly relating to property investment.
They should possess relevant practical
experience of at least two years (post-qualification)
in business or professional activity
relating to property investment. Other
qualifications and more extensive
experience are also taken into account.

Applicants
for any of the Part II modules are
not eligible for enrolment unless
they previously achieve a pass in,
or gain an exemption from the relevant
Part I modules or otherwise establish
to the satisfaction of the Programme
Director, that that they are appropriately
qualified for the module in question.
Exemption is granted on the basis
of a candidate’s previous qualifications
and experience. |

If the
Programme Director has any doubt about
the eligibility for a requested exemption,
applicants may be asked to pass the
final assessment of Property as an
Asset Class for a fee. |
|
|
| f |
A pass
in a subject is awarded if a candidate
attends the prescribed sessions; completes
the specified programme of work in
a timely manner; and achieves a mark
of at least 50% in all formally assessed
assignments. |
|
|
| g |
Submission
of an assignment up to one week after
the due date, without prior approval
of the Programme Director, normally
incurs a penalty deduction of up to
ten percentage points from the assessed
mark. Work submitted more than one
week late is not usually marked and
the candidate is deemed to have chosen
not to complete the assignment (see
‘k’ below). In exceptional
circumstances, provided application
is made in advance, a candidate may
be granted permission to defer submission
for a limited period at the discretion
of the Programme Director. |

Assignments
are marked by the Module Leader or
another appointed person.
Any appeal regarding individual results
must be referred in writing to the
Programme Manager and subsequently
to the Programme Director. Any further
appeal is directed to the Chair of
the IPF Academic Committee (see regulation
‘n’ below). |

A Certificate
is awarded by the IPF in respect of
a pass in any module within the programme. |
|
|
| j |
A Diploma
(Dip IPF) is awarded by the IPF to
candidates who achieve the pass standard
in all of the Part II modules, after
passing or being granted exemption
from the Part I modules, provided
that the passes in the Part II modules
are achieved within a period of three
years after the student began the
first module. |

| k |
A candidate
who fails to meet any of the requirements
for a pass in any module at the first
attempt may be permitted to be re-assessed
on one further occasion. Re-sit students
may proceed to study and be assessed
for the next module subject to the
understanding that their study of
subsequent modules is not taken as
waiving the necessity for them to
pass the failed module. |

Unless
specific permission is given to the
contrary, all submissions for assessment
must be the candidate’s own
work, apart from references to published
materials which shall be clearly indicated
in the text, with full bibliographical
details at the end. Any candidate
in breach of this regulation or found
guilty of any other unfair practice
shall be deemed to have failed the
relevant module, with no opportunity
to re-sit. |

| m |
An applicant
who enrols for a course and chooses
not to complete an assignment for
formal assessment is not eligible
for any award or certificate and is
not entitled to count the course as
credit towards any other qualification. |
|
|
| n |
The
programme of courses are planned,
delivered and assessed under the oversight
of an Academic Committee, including
representatives of the IPF and of
their appointed course provider (The Institute of Continuing Education), and
that Committee shall have the power
to amend these regulations. |
|
|
| o |
The
course providers have absolute discretion
in accepting or rejecting any application
for enrolment or exemption and their
decision is final. |
|
|
| p |
Assessment
is the responsibility of the course
provider whose decision is final. |
|
|
| q |
Applications
for enrolment or exemption and all
formal communications under these
regulations are addressed to The Director
and sent to the address below. |
|
|
| r |
These
regulations apply for any enrolments
for modules delivered from September
2009. |
